Your representations have been

sympathetically considered and I am glad to

inform you that H.M. G. have agreed to make a

free grant to Hong Kong of £1,000,000 (one

million pounds) to assist the Colony in

resolving problems arising out of expenditure

connected with the war. I trust that such a

grant will assist you in overcoming the

difficulties referred to in your telegram.

I regret that H.M.G. cannot contemplate any

further assistance such as that referred to

in your paragraph 5. Your difficulties in

these matters are appreciated but in view of

H. M. G.'s own financial difficulties 1 feel

sure that the further assistance now offered,

even after allowing for the adjustment
